Where to place the horizon line? Closer to the top? Closer to the bottom? It depends. Let me show some examples.

photography

It is a harbor on Lake Michigan. Nice reflections, nice colors. It looks like the boats are flying in the air. I placed the horizon line in the center to emphasize the symmetry of the picture.

Lake Michigan. The dark lake looks more interesting than the sky. This is why I decided to show more of the lake than the sky.

Lake Michigan again. Rain clouds are very close to the horizon and look dramatic. The rain is coming. The sky is continuously changing. I decided to show more of the sky than the lake.

Conclusion:
I show the sky more when it is beautiful or dramatic. I show less of the sky when it is not very impressive and the main focus is on something else.
