Foreground and the mood
Showing a mood in a picture is a difficult task. When you are going to take a picture, try first to think what you want to tell with your picture. Hear yourself. What do you feel? What objects touch your senses and express your impression of this place or scene? If you put this object in the foreground - it will help you carry the theme.

This is a a small lake in Minnesota. It was a foggy morning in October. The
red burning bush was not as bright as it is in the sunlight. I think it attracts
attention and reinforces the late October mood.

Deserted mountains in Yosemite National Park, CA. Calm and peaceful evening.
The mountains are ready to sleep. The lonely tree increases the feel of tranquility
of the mountains.
Conclusion:
Try to find an object in the foreground which emphasizes the mood
of the picture.
